The CCR membership annually elects representatives to an 18-member Governing Board. The Board in turn selects its own chair and appoints a six-member Executive Committee for general operational oversight of activities. Policy direction is set by the Board, which is also responsible for program approval and implementation.
 
At the heart of CCR are its Action Networks. Most of the important initiatives and projects of CCR are carried out by this active group of volunteers, whose membership is drawn from CCR representatives in universities, industry, and government laboratories. CCR Action Networks are dynamic, and new members can join whenever they find an activity which interests them.
 
The headquarters staff is led by an Executive Director and includes a staff dedicated to member services, communications, government relations and special projects.
